Prowler, Clawed Thief
Menace (This creature can't be blocked except by two or more creatures.) Whenever another Villain you control enters, Prowler connives. (Draw a card, then discard a card. If you discarded a nonland card, put a +1/+1 counter on this creature.)
How Prowler decks play in EDH
Prowler, Clawed Thief is a Dimir commander in blue and black costing 1UB, and its legendary creature - human rogue villain line shapes the whole deck around it. It cares about +1/+1 counters, so counter-doubling effects and creatures that grow on their own carry the deck. It draws extra cards, so the deck can afford a lower curve and lean on volume. The cards below are the ones Prowler, Clawed Thief decks actually play most often, grouped by the job they do.
